The pattern cuts against the easy assumption that the capital does best. Seoul is second from the bottom, with Daejeon, Incheon and Sejong — all cities — clustered at the pessimistic end, while more rural Jeolla provinces sit relatively higher. Whatever is weighing on small merchants, it is not lighter in the big cities.

About that “year-high” headline

You may have seen a cheerier number this week: a national expectation of 95.1, a year-high. That figure is real, and it is one month newer than the regional breakdown here — it is the freshly released reading, not yet split by province. It is also still below 100. On the reproducible series, the month underneath it (national ~71) lines up with these regional readings; the 24-point jump to 95.1 is a hope for the month after. A record that still sits under neutral, and a regional map with no province above it, are the same story told at two zoom levels.
